Gimė 1945 metais. San Jose valstybiniame universitete baigė keramikos studijas: bakalauro laipsnis, 1974; Stephen F. Austin valstybiniame universitete – skulptūros studijas: meno magistro laipsnis, 1977. Nuo 1990 dalyvauja įvairiuose meno bei amatų konkursuose, festivaliuose ir parodose  Jungtinėse Valstijose. Billy Ray artimiausia raku atlikimo technika.

Panevėžio simpoziume dalyvavo 2006 metais.

BILLY RAY MANGHAM

Born in 1945. Billy Ray graduated from the San Jose State University (BA: Ceramics, 1974) and from the Stephen F. Austin State University (MFA: Sculpture, 1977). Since 1990 he has presented his work to the public at juried arts and crafts shows and has participated in exhibitions across the USA. The artist prefers Raku technique.

The artist was a participant of the symposium in 2006.
